As an artillery mage, Ziggs is able to repeatedly proc Comet from safety. His low cooldown on [Q] also allows him to refresh the Comet cooldown quickly.
Using [E] to proc Comet will result in a must higher hit percentage.
Ziggs is a champion who can apply a lot of lane pressure with [Q] harass and Scorch procs. Manaflow Band gives you the mana sustain to keep up the pressure.
With Transcendence you're able to hit 40% CDR with just Morello's and Lich Bane. With such a low CD on [Q] you can shred towers with your passive, Lich Bane, and [W].
Between frequent comet procs and Scorch, Ziggs can can rain down lane pressure from afar with accurate [Q]s.
If you think you're going to lose early, wave clear and stall for a late game with Gathering Storm.
More CDR means more harass and more passive procs on towers for that juicy [W] tower execution.
Perfect Timing allows you to make the potential outplay when being dove by the enemy jungler. It also allows you a much cheaper power-spike when completing Zhonya's.
